How to Appeal a Medicare IRMAA Surcharge With Form SSA-44

A higher Medicare premium is often priced off a paycheck that no longer exists. Medicare uses the tax return from two years back, so people who retired recently can pay a surcharge set by their working income. Form SSA-44 lets them ask Social Security to look again. What the form cannot touch is income someone chose, like a Roth conversion, and that is worth pricing before the decision.
